Preheat oven to 375°F (190°C).
Cut the tops off the peppers and remove the seeds.
Cook rice according to package directions.
In a large skillet, brown the ground beef with onion.
Stir in cooked rice, tomatoes, oregano, basil, salt, and pepper. Mix well.
Stuff the peppers with the meat and rice mixture.
Place the stuffed peppers in a baking dish and add a little water to the bottom of the dish.
Bake for 45 minutes, or until peppers are tender.
