Thinly slice the green onions, keeping the white and green parts separate. Mix the hoisin sauce, soy sauce, rice vinegar, brown sugar, sriracha, and sesame oil in a small bowl.
Boil the ramen noodles according to the package directions. Reserve one-third cup of cooking water, then drain the noodles.
Heat the vegetable oil in a large skillet over medium heat. Add the garlic, ginger, and white onion pieces and cook just until fragrant.
Add the cabbage and carrot. Stir-fry for 3 to 5 minutes, until the vegetables are slightly tender but still have some bite.
Add the sauce, noodles, and 2 tablespoons of reserved noodle water. Toss while cooking until the cabbage is tender, adding more water if needed.
Remove from the heat. Garnish with the green onion tops and serve with extra hoisin or teriyaki sauce if desired.
Notes
The reserved noodle water loosens the sauce so it coats the cabbage and noodles instead of pooling in the skillet.
