Heat the oven to 350°F. Line an 8-inch square pan with parchment, leaving overhang on two sides.
Mix 1 cup flour, 1/4 cup sugar, and softened butter until a soft dough forms. Press it evenly into the pan and bake for 12 to 14 minutes, until slightly puffed.
Toss the sliced apples with the remaining flour, cornstarch, lemon juice, 1/4 cup sugar, and half the cinnamon. Arrange the filling over the warm crust.
Combine the oats, brown sugar, remaining cinnamon, salt, and melted butter until crumbly. Scatter the topping evenly over the apples.
Bake uncovered for about 45 minutes, until the topping is golden and the apples are bubbling. Cool completely before lifting out and cutting into bars.
