Heat the oven to 350°F. Grease and line a 9-inch square baking pan.
Whisk the flour, baking soda, salt, and cinnamon in a bowl.
Beat the softened butter and sugar until light. Beat in the eggs and vanilla.
Add the dry ingredients alternately with the buttermilk, mixing just until combined. Fold in the chopped apples.
Spread the batter in the pan and bake for 35 to 40 minutes, until the center springs back and a tester comes out clean.
Cool the cake completely. Brown the frosting butter in a saucepan, cool it briefly, then whisk with powdered sugar and milk until smooth.
Spread the frosting over the cooled cake, slice, and serve.
Notes
Cool the cake fully before frosting so the browned butter icing stays thick and smooth.
