Cook pasta according to package directions. Drain and set aside.
Heat olive oil in a large skillet over medium-high heat. Add steak, onion, and bell pepper. Cook until steak is browned and vegetables are tender, about 5-7 minutes. Add mushrooms if using.
Stir in garlic powder, salt, and pepper.
Pour in beef broth and bring to a simmer. Cook for 2-3 minutes, allowing the sauce to thicken slightly. Add heavy cream if using.
